What Happens to Uncollected Royalties

Whenever music is used commercially, royalties are generated and paid to certain organizations known as performance rights organizations' or P.RO.s Every country has a P.R.O assigned to collect royalties on behalf of its artists, songwriters or publishers.
Most often than not, royalties are either misdirected and paid by P.R.O.s to the wrong songwriters or are left uncollected. Royalties are said to be uncollected or unclaimed if they have not been matched to and paid out within 3 years after being collected.
In this case, some P.R.O.s tend to payout these royalties into an account known as the black box. Now, anytime there is excess royalties in the black box, these royalties are distributed to the members of the said P.R.O that had higher performances within that financial period.
